We are hiring a planning engineer for our client. 
 

MISSIONS

The service holder is responsible, under the FOPS Control Leader's responsibility, for all the scheduling, planning and progress measurement activities for Project FOPS Package and for DB32/FO (5 years, 24 month, 4 months, 5 weeks look ahead plan), and for associated reporting activities . The service holder is also entitled to comply with rules and requirements of Project Control (PC) team and shall liaise and coordinate specifically with the Planning and Reporting Leader from this team (functional link). He/she shall also comply with rules and requirements of TEPA Planning entity team and shall liaise and coordinate specifically with the Planner of DB32. As such, the service holder is responsible for:

Collecting schedule information from FOPS Leaders, propose an overall progress measurement procedure for FOPS, and follow up of the FOPS planning;

Ensuring the activities related to Work Package scheduling, planning and progress measurement; this including those activities performed by FOPS Package Contractor(s) during the Execution phase up to end of contracts;

Coordinating all scheduling, planning and progress reporting executed from the various Project sites;

In close relation with PC Planning & Reporting Leader, developing and maintaining schedules at FOPS Package level, analysing critical paths and potential clashes and proposal of remedial actions/solutions and monitoring interfaces delivery requirements with other packages;

Ensuring availability at all times of an updated and accurate scheduling and progress measurement documentation;

Ensuring reporting at FOPS Package level (issue of Weekly reports, Monthly Status Report...);

Developing a tool box for schedule and progress measurement as a REX for EPX;

Elaborating, implementing and controlling the planning and scheduling of work program for DB32/FO (5 years, 24 month, 4 months, 5 weeks look ahead plan) with input of production method and support, subsea and the Operation And Maintenance Contractor;

Leading the DB32/FO integrated planning meetings; representing DB32/FO towards DB32 and affiliate integrated planning; attending all IOP meetings of DB32 and TEPA when required;

To analyse and manage the planning interfaces with entities external to DB32/FO and to identify the conflicts between activities and propose remedial actions/solutions;

To coordinate with the operation and maintenance contractor in order to assure that the POB is kept within the requirements defined by the Field Operation Manager;

To coordinate the activities performed by all the FOPS disciplines, Planning and Reporting engineers on sites, giving clear instructions for consistency of activities;

Mastery of the ORACLE PRIMAVERA tool;

The service holder shall liaise actively with the FOPS Package Manager, all FOPS Leaders and Specialists, and also, for DB32/FO Operation activities, with the Head of Production Division, all DT entities and with the Operation and Maintenance Contractor.

The service holder reports hierarchically to the FOPS Control Leader, and functionally to the PC Planning & Reporting Leader.

The service holder shall observe and shall impose strict confidentiality of data related to schedule/progress all along the course of the Project.

The service holder is also accountable for demonstrating individually an exemplary behaviour with regard to HSSE rules & requirements

ACTIVITIES

GENERAL

1. To adopt and demonstrate an exemplary behaviour with regard to HSSE and to implement HSSE rules and requirements within his area of responsibility.

2. To be informed of Company Rules and Specifications (CR's/GS's), TEP Angola, Corporate and Project procedures related to Planning and Reporting, for application to his activities.

3. To coordinate the activities performed by all the FOPS Package Planning and Reporting engineers on sites, giving clear instructions for consistency of activities.

4. To ensure and impose strict confidentiality for all the scheduling and progress measurement related documentation produced (whatever its support) (Project and Operation phases).

5. To gather 'lessons learnt' wrt to scheduling, progress control & reporting matters and prepare feedback.

6. To prepare (and update as necessary) REX Template (Project and Operation phases).

7. To participate in schedule risk analysis exercises (Project and Operation phases).

8. To timely report to hierarchy, highlighting progress and encountered areas of concern.

9. To prepare minutes of meetings and key messages regarding scheduling and progress, for weekly, and monthly meetings and any required meeting (Project and Operation phases).

PROJECT FOPS Activities

10. To liaise and coordinate with the PV Planning & Reporting Leader, from whom he shall comply with rules and requirements (functional link).

11. To define (and update as necessary), in liaison with the PC Planning & Reporting Leader, suitable Work Breakdown Structures and suitable Weekly and Monthly Report structures complying with Project and FOPS Package needs in terms of progress control, cost control and reporting, for all phases of the Project. To develop and issue accordingly detailed and accurate FOPS Package Weekly and Monthly Reports (and any other report as requested).

12. To participate to the development, update and revision, for the FOPS Package part, of the Overall Project Schedules as required by PC Planning & Reporting Leader, and to provide analyses and simulations of new schedules also as required.

13. To control implementation of FOPS Package Contractors' procedures and schedules, scheduling and progress control methodology, to monitor FOPS Package Contractors' execution schedules, to check and approve FOPS Package Contractors' progress measurement and progress reports.

14. To liaise actively with the FOPS Control Leader, Package Manager, as well as, in general, with all FOPS Specialists, Discipline Leaders, and Company Site Representatives for all scheduling and progress measurement related activities.

15. As a general manner, to provide assistance to the FOPS Package Manager and FOPS Control Leader for all matters related to FOPS Package scheduling and progress reporting and general reporting.

16. To liaise and coordinate with the DB32 Planner, from whom he shall comply with rules and requirements applied by TEPA (functional link).

17. To define (and update as necessary), in liaison with the DB32 Planning Engineer, suitable Work Breakdown Structures and suitable Weekly and Monthly Report structures complying with DB32/FO needs and to develop and issue accordingly detailed and accurate DB32/FO Reports (and any other report as requested).

18. To participate to the development, update and revision, of the DB32/FO Overall Project Schedules as required, and to provide analyses and simulations of new schedules also as required.

19. To control implementation of Operation And Maintenance Contractor's procedures and schedules, scheduling and progress control methodology, to monitor Operation And Maintenance Contractor's execution schedules, to check and approve Operation And Maintenance Contractor's progress measurement and progress reports.

20. To liaise actively with the Head of Production Division, all DT entities and with the Operation and Maintenance Contractor for all scheduling and progress measurement related activities.

21. As a general manner, to provide assistance to the DB32/FO Manager and DB32 Planner for all matters related to DB32/FO scheduling, progress reporting and general reporting.

OBSERVATIONS ON ACTIVITIES AND MISSIONS

The planning activities are not necessarily limited to the above listed activities. The Holder may be requested to show flexibility for collaborating to various tasks in order to adapt to the scope of work, new procedures and tools.

REQUIRED QUALIFICATIONS AND BACKGROUND

Professional Experience (years): 3-10 Experience in similar position (years): +/- 2 Level / Diploma: Engineer, or equivalent in related domain. Languages: English mandatory. Portuguese would be a plus.

Base location: Luanda with frequent missions offshore to verify the coherence of information between offshore and onshore.
